A meeting of the Metropolitan Police Authority will be held
in the Chamber, City Hall, The Queen’s Walk, London SE1 2AA
on Thursday 28 May 2009 at 10.00 a.m.
This meeting is open to the public and everyone is welcome to
attend. There is access for disabled people and induction
loops are available.
Boris Johnson, MPA Chair and Kit Malthouse, MPA Vice
Chair, will give an oral update on any key issues or
events since the last Authority meeting and Commissioner Sir
Paul Stephenson will present a report on policing
performance, including a breakdown of the demands of policing
the Parliament Square Tamil protest, and respond to questions
from Authority members.
‘Met Forward’, the MPA strategy document agreed by members at
the April Authority meeting, includes establishing a Civil
Liberties Panel, and members will consider the draft terms of
reference for that panel. The Authority will also discuss a
report outlining a new statement of the member role and
responsibilities, together with proposals for assisting
members in that role through assessment and development.
The Authority will hear two questions from members of the
public: one relating to noise from helicopters and the other
about the policing of G20.

A meeting of the Metropolitan Police Authority will be held

This meeting is open to the public and everyone is welcome to

Kit Malthouse, MPA Vice Chair, will give an oral update on
any key issues or events since the last Authority meeting and
Acting Deputy Commissioner Tim Godwin will present a report
on policing performance and respond to questions from
Authority members.
Members will discuss the recent policing of the G20
demonstrations and hear two motions brought by Authority
members relating to these events. They will also be updated
on the Authority’s arrangements for independent review of the
Babar Ahmad case.
Met Forward, the MPA’s strategic work programme for the MPS,
will be debated and members will be asked to confirm
arrangements for the selection panel for the position of
Deputy Commissioner of the Metropolis.

This is Mayor of London Boris Johnson’s first meeting as
Chairman of the MPA. He will outline his vision for the
Authority’s new term of office. This will be followed by an
oral report from the Vice Chairman, Kit Malthouse.
The Commissioner will report on policing performance and
other issues and will respond to questions from Authority
members.

A meeting of the Metropolitan Police Authority (MPA) will be
held in meeting room 1 (ground floor), 10 Dean Farrar Street,
London SW1 on Thursday 24 July 2008 at 10.00 a.m.
Members will discuss the MPA's Stockwell scrutiny report
which was conducted by a panel of four Authority members.
Len Duvall, chair of the MPA, explained:
"The purpose of this report was not to re-examine the
events leading up to the tragic shooting of Jean Charles de
Menezes - the MPA is not empowered to do this.
"But as the statutory body with responsibility for the
efficiency and effectiveness of the MPS, the MPA needs to
ensure that London's police service has learnt all the
necessary lessons from the tragedy, and has taken action to
ensure, as far as possible, that such a tragedy does not
happen again.
"The authority must reassure ourselves and Londoners
that the MPS has responded appropriately to recommendations
arising from previous investigations. We also need to work
with the MPS to ensure that everyone in London can gain and
retain confidence in policing."
At the Co-ordination and Policing Committee in December 2007,
members agreed terms of reference for a scrutiny of how the
MPS has responded to the learning arising from the tragedy.
The decision to undertake the scrutiny followed publication
of two reports into the shooting by the Independent Police
Complaints Commission (IPCC) and a guilty verdict as a result
of the prosecution of the MPS under Health and Safety
legislation.
The MPA Scrutiny report makes 34 recommendations and at the
full Authority meeting members will discuss a programme for
their implementation

meeting of the Metropolitan Police Authority (MPA) will
be held in meeting room 1 (ground floor), 10 Dean Farrar
Street, London SW1 on Thursday 26 June 2008 at 10.00 a.m.
Members will consider in detail the findings and
recommendations of the MPA Youth Scrutiny report which was
originally presented to the full Authority meeting on 29 May
2008.
Len Duvall, chair of the MPA, said:
“All our communities are extremely concerned about the number
of young victims of serious violence, particularly knife
crime. The MPA with the Met, working with the mayor of
London, are determined to tackle these horrific crimes.
Building and maintaining links with young people is central
to tackling youth crime and the MPA’s Youth Scrutiny was
commissioned to gain a fuller understanding of how young how
young people relate to the police and their experiences of
crime and victimisation. Approximately 1000 young people and
adults took part in a series of consultative events,
resulting in lively and constructive debates.
“Together with the MPA youth scrutiny panel and the Met, we
must now put in place an action plan to implement the
report’s recommendations and devise appropriate communication
and monitoring mechanisms. We will be asking the Met to
report back at the October full Authority meeting on the
progress made”.

The Authority will hear a question from the Campaign to Make
Wars History concerning alleged war crimes, and the status of

policing issues in London and present a written performance

3. The report comprises 53 recommendations. The majority are
directed at the MPS for response and consideration. The
remaining recommendations are advice for governmental
departments, including the Department of Health and the
Department for Children, Families, and Schools; Local
Authorities and Crime and Disorder Reduction Partnerships.
4. The recommendations focus on 5 key issues:

partnership working, including requirements to assess
current information sharing protocols;

early intervention and the role of prevention in tackling
youth victimisation and youth offending;

the importance of providing accessible community safety
information to young people, including requirements to
provide information on the youth justice system;

the importance of providing appropriate support for young
victims of crime in order to prevent further victimisation
and retaliatory violence; and

London Assembly members appointed to serve on the
Metropolitan Police Authority have been announced by Boris
Johnson, Mayor of London, today.
Newly appointed are: Kit Malthouse, Steve O’Connell, Dick
Tracey, Victoria Borwick, James Cleverly, Navin Shah and
Caroline Pidgeon.
Len Duvall, Jennette Arnold, Richard Barnes, Jenny Jones and
Dee Doocey have been reappointed for a second term.
Mr Duvall, Chair of the Authority, said:
"Overseeing the policing of London is an immensely
important statutory role for the Metropolitan Police
Authority and its 23 members, and I am pleased to welcome
new members onto the Authority, and welcome back colleagues
who have already served with distinction and significant
commitment.
"We have worked with the Mayor of London, the
Commissioner and others to achieve a great deal over the
past few years - not least the biggest increase in police
numbers in the history of the Met, and the rollout of
police and PCSO teams across every ward in London.
"But there is still much to do, as has been clearly
demonstrated over the weekend with the senseless murder of
yet another teenager. This is clearly unacceptable, and we
will work with the new Mayor, Commissioner and many others
to bring about even greater improvements in order to make
our streets safer."
The appointment of Assembly Members to the MPA are effective
from today (12 May) and run until 30 September 2008. From 1
October under new powers the Mayor can sit as Chair of the
Authority or appoint the Chair.
Toby Harris has been reappointed as an independent member by
the Home Secretary to represent his interest in the
Metropolitan Police Service’s national and international
functions.

The Metropolitan Police Authority (MPA) is hosting a
conference for all London Independent Custody Visitors on
Saturday 26 May 2008.
The main theme of the conference is ‘Modernising Custody -
meeting the challenges of the future.’ Speakers include:
Deputy Assistant Commissioner Rose Fitzpatrick; Head of the
MPS Custody Directorate Chief Superintendent Joanna Young;
Alan Brown of the Police Powers and Protection Unit, Home
Office; and Fiona Cooper of the Border and Immigration
Agency.
The afternoon will feature a presentation on the MPS taser
trial and the implications for Independent Custody Visitors
(ICVs).
John Roberts, MPA lead member for ICVs, said:
“Some key changes will be taking place within the custody
environment in London over the next few years. The
development of borough based custody centres will
significantly modernise the custody estate, and the
introduction of specially trained nurses will have a
positive impact on the health and well being of detainees.
“London ICVs are also seeing an increasing number of
immigration detainees held in police cells. At this years
conference they will hear from the Borders and Immigration
Agency and the MPS about this important issue.
“In organising the conference around the theme of
modernising custody, we are keen to ensure that ICVs have
an opportunity to engage with, and are kept informed of,
the changes that will be taking place.”
Speaking about the vital work of ICVs, John Roberts
concluded:
“Over 400 ICVs make unannounced calls to cells across
London and the reports they make can lead to improvements
being made to ensure detainees are treated in accordance
with their rights. They play a very valuable role in their
communities and the MPA greatly appreciates the time and
commitment that they give.
“I want to encourage anyone who feels that they have the
necessary enthusiasm, relevant life skills and time to
volunteer as an ICV and help us to continue to make a real
difference in this vital area.”

A meeting of the Metropolitan Police Authority (MPA) will be
held in meeting room 1 (ground floor), 10 Dean Farrar Street,

Members will consider the MPA report ‘Developing a London
Hate Crime Forum’ and the MPS ’Integrated race hate crime
strategy overview’.
Catherine Crawford, chief executive of the MPA, said:
“The MPA congratulates the Race Hate Crime Forum (RHCF) for
its achievements over the last four years and for the best
practise it has established to tackle this type of crime.
“At the January full authority members were invited to
debate the future direction of the Race Hate Crime Forum
and discuss whether their valuable work should be extended
to all hate crime in London. Development of a London hate
crime forum would benefit from best practise from both the
Race Hate Crime Forum and the MPA Domestic violence board.
“The Met has integrated hate crime policies within existing
corporate strategies, specifically the serious violence
strategy and the equalities scheme, and also through local
strategies at borough level. The Met’s objective is to
build and increase trust and confidence within communities
affected by hate crime. By encouraging reporting of all
types of hate crime and increasing local intelligence, the
Met hope to tackle these crimes more effectively. A pan
London hate crime forum would help the Met establish a
consistent approach towards hate crime across London’s 32
boroughs as well as enabling the MPA to scrutinise the
implementation of the Met’s strategies.
“The MPS definition of a hate incident is ‘any incident
that is perceived by the victim or any other person to be
racist, homophobic, transphobic or due to a person’s
religion, belief, gender identity or disability’. The MPA
is determined to work with the MPS to help tackle these
heinous crimes and ensure that all our communities can live
without fear or apprehension.”

A meeting of the Metropolitan Police Authority (MPA) will be
held in meeting room 1 (ground floor), 10 Dean Farrar Street,
London SW1 on Thursday 28 February 2008 at 10.00 a.m.
Members will consider the MPA crime data recording scrutiny.
Following concerns raised by both the MPA and MPS about the
accuracy of MPS crime recording, the work focused on key
issues and identified potential future scrutiny work on
performance related areas.
Richard Sumray, joint scrutiny chair with Karim Murji, said:
“Good quality information is one of the Metropolitan Police
Service’s most valuable resources. But it must be reliable
and complete if the MPA is to hold the MPS to account.
“The MPA therefore undertook a scrutiny of MPS crime
recording – it is essential for an effective and efficient
police force and vital to issues of public confidence. At a
time when overall levels of crime in London are falling the
fear of crime and anxieties about violent crime persist. If
the police are to show real evidence of addressing public
concern Londoners must be able to trust that the figures
recorded are accurate.
“The scrutiny addressed issues around data accuracy that
had been raised by the MPA, MPS and the Audit Commission.
Improved data quality will lead to better victim care, more
intelligence-led policing (including stops and searches)
and a well informed police service more able to deal with
crime and anti-social behaviour. The MPA must also ensure
that the MPS has sufficiently robust processes in place to
guarantee the ongoing delivery of accurate crime recording.
“The report makes 11 recommendations for the MPS to work
towards and the MPA Planning, Performance and Review
Committee will monitor progress. The MPA is pleased to note
that, following the initial draft report, the MPS has
already submitted a preliminary plan of action.”

A meeting of the Metropolitan Police Authority (MPA) will be
held in meeting room 1 (ground floor), 10 Dean Farrar Street,
London SW1 on Thursday 31 January 2008 at 10.00 a.m.
Members of the Authority will review two reports which
outline the progress made by the MPA and Metropolitan Police
Service to implement the recommendations made in
‘Counter-Terrorism: The London Debate’ in the year since its
publication in February 2007.
Len Duvall, chair of the MPA, said:
“These reports provide sound evidence that the
recommendations made in our ground breaking report ‘Counter
Terrorism: The London Debate’ are being implemented. The
report outlined 46 recommendations for the MPS, which are
either in place or being progressed. Recommendations
concerning other bodies, such as government and police
authorities, have been taken forward by MPA members and
policy officers.
“The threat posed by international terrorism is significant
and evolving, and the terrorist atrocities of recent years
have necessitated developments in counter-terrorism
strategy. It can no longer be the sole responsibility of
counter-terrorism specialists but will require a sustained
and collective effort from state and communities alike. The
whole police family must work with partners and local
authorities to help create an environment hostile to
terrorists, by raising awareness and vigilance amongst
their colleagues outside the police service. By working
with local communities, the Met is doing much more to
engage young people, faith organisations and businesses in
the fight against international terrorism.
“The Met’s approach to counter-terrorism has helped to
inform the government’s national strategy with new emphasis
on preventative tactics and ensuring that local authorities
make counter-terrorism part of core business. Police
authorities also have a role to play by significantly
increasing their scrutiny of counter-terrorist strategies
within their police forces.“
