The January meeting of the Metropolitan Police Authority will
be held in The Chamber, City Hall, The Queen’s Walk, London
SE1 2AA at 10.00 a.m. on Thursday 27 January 2011.
The meeting is open to members of the public and press, and
everyone is welcome to attend. There is access for disabled
people and induction loops are available.
Kit Malthouse, chair of the MPA, will give an oral update on
any key issues or events since the last Authority meeting.
Acting Commissioner Tim Godwin will present a report on
policing performance and respond to questions from Authority
members.
A petition has been received by the Authority from Zain
Sardar (Young Greens National Coordinator) which seeks the
MPA to ban the tactic of containment:
"We the undersigned call for the Metropolitan Police
Authority to ban the tactic of containment (kettling) of
demonstrations, where there is not the threat of violence
between conflicting groups of protesters, as it damages the
community’s trust in the police and confidence in the right
to protest."
A response to the petition will be provided at the
meeting.

A meeting of the Metropolitan Police Authority Finance and
Resources Committee will be held in Meeting Room 1, 10 Dean
Farrar Street, London, SW1H 0NY on Thursday 20 January at
2.00pm.
Members of the committee will discuss, amongst other items:

Capital and revenue budget monitoring 2010/11 period 8:
reports the revenue budget monitoring position for 2001/11 at
period 7 (to the end of November)
Estate matters
Papers seeking the disposal of the freehold interest in the

The MPA will host a national symposium to explore multi-point
entry into the police service in London’s Living Room, City
Hall, The Queen’s Walk, London SE1 2AA on Wednesday 12
January 2011, from 9.00am to 3.00pm
In July 2010, the Race and Faith Inquiry, commissioned by the
Mayor of London Boris Johnson, reported its findings. One of
the main recommendations was that the benefits and
practicality of multi point entry for police officers should
be further explored.
Mayor Boris Johnson will review the key issues of the day and
close the symposium at 3.00pm. The Right Honourable Nick
Herbert, Minister of State for Policing and Criminal Justice
will deliver the opening speech to the symposium at 10.10am.
The symposium will be hosted by Kit Malthouse, Chair of the
MPA, and Cindy Butts, Independent member of the MPA and Chair
of the Race and Faith Inquiry, with key speeches by:
Tim Godwin – Acting Commissioner MPS
Peter Fahy – ACPO lead for workforce development
Major General Stephen Andrews – Strategic Change Director,
Ministry of Defence
Martin Beecroft – Deputy Director Organisational Development,
National Offender Management Service
The symposium is open to members of the press. Delegates to
the symposium are by invitation only.

The Race and Faith Inquiry was chaired by Cindy Butts,
Independent member of the MPA. The Race and Faith Inquiry

It was the view of the Inquiry that, in order to deliver our
strategic priorities, the Met needs to ensure that it has a
talented, skilled and diverse police service at all levels of
the Service. Given the current workforce mix, if police
officers could join the Metropolitan Police Service (MPS) at
ranks higher than constable the MPS could change its profile
radically; multi-point entry would afford an opportunity to
challenge the prevailing cultural norms within the
organisation, bringing in experience and expertise from
outside.
